Does the Administrative Protection of Intellectual Property Rights Matter?Evidence from China

报告人简介:

甄红线，东北财经大学会计学院教授，管理学博士，博士生导师。1997年毕业于东北财经大学会计学院获经济学学士学位，2009年获东北财经大学管理学博士学位，期间曾赴美国加州大学伯克利分校哈斯商学院访学，2013-2018年在大连理工大学从事博士后研究。现任辽宁省创新人才、大连市政协委员，兼任国家自然科学基金评审专家及《经济研究》《管理世界》等顶级期刊匿名审稿人。

主要研究方向为公司治理、债券市场与会计稳健性等。在《经济研究》《管理世界》《金融研究》等权威期刊发表论文30余篇，主持国家自然科学基金、国家社科基金等课题10余项，获辽宁省哲学社会科学成果奖二等奖3项。主讲《管理会计》《资本市场会计研究》等本硕博课程，主持省级一流课程及教改项目6项，2018年获国家级教学成果奖二等奖，2023年被评为辽宁省本科教学名师。

报告内容:

We investigate the innovation effects of administrative intellectual property rights (IPR) protection through a quasi-natural based on China’s 2012 Amendments to the Measures for Administrative Enforcement of Patents (AMAEP). Utilizing firm-level panel data from2007 to 2021, we demonstrate that strengthened administrative IPR protection significantly promotes corporate innovation. Specifically, the innovation-promoting effect intensifies for firms situated in jurisdictions characterized by superior patent adjudication mechanisms, enhanced non-institutional support, reduced reliance on non-IPR policy instruments, and advanced innovation-oriented public service infrastructure. Administrative protection of IPR promotes corporate innovation by increasing technology market transactions and reducing counterfeit patents. Our extended analysis reveals that robust administrative IPR protection exerts significant quality-upgrading effects on corporate innovation. Our findings advance institutional theory by demonstrating administrative enforcement's capacity to mitigate innovation market failures in transitional economies, with direct implications for designing tiered IPR governance systems.
